What is the use of a rotating bezel on a watch?

1) I am using as a secondary time zone indicator, 2) Also before doing an activity set at that moment that it helps to know how much time has elapsed. But what is its actual implementation, say its used by divers i dont understand that, too, How can a rotating bezel to be used as a tachometer, my second hand dosent move fast as a tachymeter watch does.
